Senator Frist "no" vote on this was a procedural vote because his "no" vote will allow him to bring it up again. City Commissioner Turner did the same thing locally, so that he could bring it up at a later meeting. Senator Frist knew that the bill wouldn't pass, so he voted the way he did.

Yeah I guess you are right. "ANWR is the nation’s single greatest prospect for future oil. The government estimates that ANWR contains approximately 10.4 billion barrels of technically recoverable oil. At peak production, ANWR could produce more oil than any other U.S. state, including Texas and Louisiana." - Bill Frist.
I'm still mad about the stem cell statment, and I still won't vote for him in a primary.
